我国房地产业对粮食安全的影响及对策

摘要 粮食安全是中国的首要民生问题,也是中国社会稳定的首要条件。1998年房地产业商品化改革以来,房地产业的过度发展占用了巨量的土地空间,消耗和污染了过量的有机土壤及淡水资源,劣化了粮食生产者的年龄、性别结构,降低了劳动力资源与耕地资源的配置效率,导致我国的粮食生产缺地、缺土、缺水、缺人,给我国粮食安全埋下了严重的隐患。为此,实行存量耕地的零转用制度和房地产占地红线制度,是确保粮食安全的可行性路径。 Food security is not only the most important livelihood issue in China but also the primary condition for the social stability. The great leap of the real estate which began in 1998 had occupied huge a- mount space of land, polluted and consumed excessive organic soils and freshwater resources, deteriorated the age and gender structure of the food producers, and reduced the allocative efficiency between labor re- sources and arable land resources. These resulted in the lack of land space, soil, water and producers in China food production. Therefore this paper proposes the recommendations of zero transfer system of the stocked arable land and the red line system for the real estate in order to guarantee the food safety.
