法治思维视角下的独立学院规范化办学探析

On the Standardization of Operation for Independent Colleges from the Perspective of the Pule of Law

规范化办学是独立学院面临的重要任务,多重利益和矛盾纠葛在一起,使得规范化办学困难重重。按照法治思维,在法治的轨道上推进独立学院规范化办学是解决制约独立学院发展深层次矛盾的治本之策。政府、举办者、独立学院等各方要按照规则思维、权利义务思维、程序性思维等法治思维厘清独立学院规范化办学过程中各类矛盾,增强制度执行力,落实独立学院法人财产权,推进法人治理结构的完善,实现规范化办学和内涵建设同步进行,提高独立学院办学能力和办学质量。

Standardized operation should be the major task for all the independent institutes, during the process of which, much difficulty arises out of a mixture of interests and conflicts. Guided by the rule of law in independent institutes begin to push forward their own standardized operation and management, which is thinking, regarded as the ultimate approach to solve the deep - rooted problem on the way to their development. Along with the govern- ment and the sponsors, independent institutes should act in accordance with the rule of law in thinking, involving thinking of the regulations, the rights and duties, the legal procedures. Thus, they could find the way to sort out kinds of contradictions, enhance the execution system, implement the corporate property rights, propel the comple- tion of corporate governance structure, maintain the legal rights of both teachers and students, promote both the standardized operation and connotation construction, and also improve the quality of education and the efficiency of operation in Independent Institutes.
