摘要
当前,我国建设工程领域已经全面进入了工程量清单计价时代,但是从招标的效果来看,工程量清单计价办法的实施仍没有达到更有利于市场竞争、降低造价的目的。针对甘肃省房屋建筑工程招投标领域实行工程量清单计价后的中标情况进行统计,引入中标价限价偏差率的概念,中标价限价偏差率分布呈现严重的正偏态。分析其产生的原因,一方面是综合评标法存在严重缺陷,另一方面招投标领域可能存在违规、违法行为,这种现象不仅会导致招标人遭受严重经济损失,还会严重地侵害相关市场主体的合法利益,破坏招投标领域中公平自由的竞争秩序,妨碍招投标竞争机制功能的发挥。对此提出完善评标办法、完善建筑行业的信用制度和加强建设市场信息公开平台等改进措施,建立科学、公正、有保障的评标体系。
At present, in the field of engineering construction in China has entered the construction valuation with bill quantity era, but from the point of view of the effect of bidding, construction valuation with bill quantity still did not achieve more conducive to competition in the market, reducing the cost. In this paper for a housing construction project trick bid field implementation of engineering quantity list valuation after bid at the statistics, introduced price limit deviation rate of the concept, price limit deviation rate distribution presents serious positive skewness and analysis, on the one hand is comprehensive evaluation standard method exists serious defects, another bidding field irregularities, illegal behavior, this phenomenon will not only tender people suffered serious economic losses as a result of, but also seriously against the legitimate interests of the relevant market main body, failure to recruit tender areas in free and fair competition order, prevent strokes bidding competition mechanism function into full play. Aiming at this phenomenon, this paper puts forward improving measures such as perfecting the evaluation method, perfecting the credit system of construction industry, strengthening the public information platform of construction market and so on, to establish scientific, fair and guaranteed evaluation system.
