摘要
为提高建设工程项目的质量水平,实现全过程、整体化的质量管理。基于质量链和协同管理理论,以工程项目生命期5个阶段为关键节点形成质量链,找到质量链运行的3个序参量:接口管理、组织协同和管理机制。针对每个序参量采取不同的管理措施,通过外部、内部接口管理实现过程协同,通过构建"动态战略联盟"实现组织协同,通过管理机制保障接口管理和"动态战略联盟"有效实施。为建设单位提供了一个完整的建设工程项目质量链运行模型,有利于建设单位整体把控工程项目质量,有利于促进各参建单位配合协作,最终实现互利共赢。
In order to improve the quality level of the construction project, achieve the whole process and integrated quality management. Based on the theory of quality chain management and collaborative management, forming quality chain from which the five phases of the project life cycle are the key nodes, the study finds three order parameters interface management, organization synergy and management mechanism. For each order parameter, we take different management measures to realize the process synergy through the external and intemal interface management, to bring about organization synergy by constructing "dynamic strategic alliance", and to ensure the effective implementation of interface management and "dynamic strategic alliance " by the management mechanism. The research provides a complete construction project quality chain operation model for the construction units, which is advantageous to control the overall project quality for construction units, is in favor of promoting the coordination among the participation units, and ultimately could accomplish mutual benefit and win-win.
