Cost-Benefit Analysis of Load Aggregator Participating in Interruptible Load Program

负荷聚合商可以整合中小型需求响应资源以向电网提供备用。在考虑不同用户的负荷特性的基础上,讨论了负荷聚合商和用户签订的不同类型合同。提出了负荷聚合商的运营机制,包括中断补偿方案、向用户提供前期补贴以及参与系统供需平衡调节。提出了用户、负荷聚合商、电网的成本效益计算模型,研究了各方相互间的影响。最后,基于算例分析了各方成本效益变化特点,验证了额外补贴对各方成本效益的协调作用、补偿方案对聚合商益本比的影响以及参与系统供需平衡调节对各方的影响,并给出了实施项目的相关建议。

Load aggregator（ LA） can supply system reserve by aggregating middle and small demand-side response resources. This paper discusses the contents of different types of interruptible load constract between LA and users based on different load characteristics of users. The operation modes of LA are presented,including the compensation scheme for interruption,prophase subsidy for users and participating in system supply-demand balance. The cost-benefit models of user,LA and power system are established,and the interaction between them is analyzed. Finally,based on the cases,the characteristics of different cost-benefit perspectives are analyzed,and the coordination of extra subsidy on each cost-benefit,the effect of compensation scheme on LA cost-benefit and the effect of participating in system supply-demand balance on each side are demonstrated. Some suggestions on implementing the program are given.
