摘要
为了给灌区节水改造及续建配套建设提供一定的科学依据,根据四川省灌区运行实际情况,建立了包括灌区生产效率等5个一级指标及设计灌溉面积等28个二级指标在内的四川省灌区运行水平综合评价体系,利用主成分分析法将其简化为15项主成分因子;运用G1法及熵权法确定各指标综合权重,基于密切值法构建了四川省灌区运行水平综合评价模型,并应用其对四川省4个典型大型灌区运行水平进行综合评价。结果表明。四川省4个典型灌区运行水平(密切值)由高到低依次为升钟灌区(0.000 4)?武引灌区(0.287 9)?玉溪河灌区(1.795 7)和隆昌沱江石盘滩提水灌区(1.886 5),模型评价结果与四川省典型灌区实际运行水平较为一致?
Based on the actual situation of irrigation district construction operation of Sichuan province, a comprehensive evaluation system of system operation level was established. Firstly, the 5 main ingredients with 28 indicators oft he sub-indicators were extracted to 15 principal component factors by using principal component analysis.Secondly, the weight of each evaluation indexes was calculated by combining the G1 method and the entropy method. Thirdly, a comprehensive evaluation model of Sichuan province irrigation operational level was built based on improved Close Value Method. Taking 4 typical large-scale irrigation districts of Sichuan province as an example to evaluate the irrigation system operation level using the established comprehensive evaluation model. The result showed that the operational levels (osculating value) of 4 typical largr-scale irrigation districts of Sichuan province from high to low were Shengzhong irriagtion district (0.000 4), Wuyin irrigation district (0.287 9), Yuxihe irrigation (1.795 7) and TuojiangShipantan irrigation district (1.886 5). The established comprehensive evaluation model had a strong practicality to comprehensive evaluation operational level of Sichuan province irrigation areas.
