挑战与超越:基于中观视角的体育治理创新

Challenges and Transcendence:Sports Governance Innovation Based on Meso-level Perspective

已有的关于体育治理创新的学术研究大多是以一种"应然"面貌呈现,而难以阐释体育治理中多元主体的参与机制间相互排斥的逻辑悖论和实践困境。本研究从中观视角分析认为:构建多元体育治理体系和提升治理能力的关键,在于处理好纵向层级化体育行政管理管理部门之间秩序整合机制与横向网络化多元主体之间协调机制的有效衔接问题。研究提出建立多元主体协商合作机制路径主要包括:推进"自我革命"和"放权让利"的政府权能重构,通过体育社会组织独立和自主运作来承接体育行政管理部门让渡出的权利,通过政策供给和政府购买体育服务的方式,建立起多元主体间的合作治理渠道和机制,通过体育法治建设为社会主体参与体育治理提供保障。

Existing academic research on sports governance innovation mostly in a ＂ what ought to be＂ features, and they are difficult to elaborate sports paradox logical and practical difficulties involved in the mechanism between multiple subjects mutually exclusive. This study, from a meso--level perspective, holds： the key to constructing pluralistic governance system and upgrading sports governance capacity is to handle the integration between longitudinal level coordination mechanism and bureaucracy coordination mechanism. This study proposed the establishment of consultation and cooperation mechanisms multiple main ways include： promote government power reconstruction through ＂self--revolution＂ and ＂devolution＂; promote social sport organizations development through its independent and autonomous operation; build cooperative sport governance mechanisms through policy and government procurement; provide protection for multi--subjects through rule of law and legal system development.
