摘要
国有大型企业系统内人才流动有来自不同角度的原因及内在特点。作为一种有效的资源配置方式,人才流动在很大程度上促进了人才的优化配置,但相对于我国国有大型企业全面参与国际竞争,建设具有国际竞争力的宏伟目标而言,依然存在较大的局限和不足。进一步理顺二者的关系,促使人才资源形成合理、动态、有序的流动,必须采取培育统一的内部劳动力市场、降低政策限制、建立健全有效激励机制等各种新举措,从而提高国有大型企业人才配置效率。
The human resource flow great promotes the optimal allocation of the human resource, but compared with the grand goal of the constructing international competitiveness, there are still large limitations and deficiencies. By taking the cultivation of a unified internal labor market, reducing the policy constraints, estab-lishing sound and effective incentive mechanism and other new initiatives, so as to improve the efficiency of the human resource of state-owned large enterprises.
