摘要
英国高等教育制度的变革是英国科研评估体系诞生的必要前提,英国高校一流的科研水平是科研评估体系不断完善的必然结果。英国科研评估体系历经3个发展阶段:科研选择性评估、科研水平评估、科研卓越研究框架。将评估结果作为科研拨款的重要依据,旨在鼓励高校兼顾科研项目的数量与质量。借鉴其经验,指出我国科研评估体系的改进之处——建立第三方评估机构,确立质量至上的评估标准和公平公正公开的评估原则。
The reform of British HEIs (higher education institutions) is the prerequisite for the birth of British research assessment system. And the first-class scientific research level of British HEIs is the corollary of continuous improvement of research assessment system. British research assessment system has undergone three stages of development:Research Selective Exercise, Research Assessment Exercise and Research Excellence Framework.Funding Institutions take the assessment results as the important basis for research funding and encourage HEIs to balance both quantity and quality of their research projects. Given their advanced experience, this paper means to find out the improvements of China’s research assessment system, that is, to set up a Third-Party Assessment Entity, to establish the assessment standard of quality first and the assessment principle of just, fair and open.
