实现我国经济循环与绿色发展的有效路径

The Effective Way to Realize Circular and Green Development of Chinese Economy

粗放式发展带来的能源环境问题与经济增长瓶颈迫切需要我国通过创新实现循环发展、绿色发展。循环发展是实现物质减量化、再利用、资源化的发展模式;绿色发展是人与自然和谐相处的发展模式,两者相辅相成。针对我国循环发展与绿色发展的过程中存在的认知局限、法规缺失、战略缺位等问题,要从文化创新、制度创新、市场创新、技术创新四个维度构建经济现代化过程中实现循环发展、绿色发展的有效路径。

Energy and environmental problems and the bottleneck of economic growth caused by extensive development require China to achieve circular and green development through innovation. Cycle development is the developmental mode of material reduction, reuse and resource utilization, and green development is the developmental mode of harmo -nious coexistence between man and nature. These goals are complementary to each other. Considering the problems of cognitive limitations that exist in the process of China＇s circular and green development, the lack of relevant law, and the absence of relevant strategy , this paper puts forward an effective path to achieve circular development and green develop-ment in the process of modernization in four dimensions： cultural innovation, systematic innovation, market innovation and technology innovation.
