区域视角下吉林省中小企业发展现状和对策

Current Situation and Countermeasures of Small and Medium Enterprises in Jilin Province from the Regional Perspective

从区域视角观察,吉林省中小企业数量、主营业务收入以及从业人员等方面与辽宁和黑龙江省相比差距明显,以显示性比较优势指数方法分析,,在规模(从业人员数量)和营业务收入比较优势等方面,吉林省中小企业发展水平在东北三省中整体处于中等或中等偏上水平。影响吉林省中小企业发展的因素有区位自然地理条件、生产方式、产业结构、创新能力等,为此应从鼓励全民创业、打造地缘交通通道、加强相关产业集群建设、鼓励创新、完善配套发展政策等方面为中小企业发展创造条件。

The numbers of SMEs and the main business income,together with the practitioners of Jilin Province are significantly different from those of Liaoning province and Heilongjiang province from the regional perspective. The development of SMEs in Jilin province is in the middle or upper-middle level among the three northeastern provinces in terms of scale（number of employees） and the main business income,with the analysis method of comparative advantage index. The factors that influence the development of SMEs of Jilin Province are natural geographical conditions,mode of production,industrial structure and innovation ability. For this purpose,we should focus on the development of SMEs by encouraging all the people to start businesses,creating a geo-channel,stimulating innovation system,developing supporting policies and strengthening the construction of relevant industrial clusters.
