Implementation Mechanism of Greenway Network Plan Based on Its Spatial Futures

绿道网规划是中国近年来颇受欢迎的一种规划类型,然而,很多规划编制完成之后,却面临着实施的困境。造成这种困境的原因在于:绿道是一种独特的空间,具有公益性、范围不确定性和权属依附性的特质,如果不能建立与其空间特质相匹配的实施机制,绿道网规划的实施就难以保障。有效的绿道网实施机制,应该使规划实施的3个核心要素:实施主体、实施资金和实施空间能够与绿道的空间特质相匹配,基于此,提出了绿道实施机制设计的关键性问题,并对绿道网规划的方法提出了思考。

Greenway Network Plan is embraced in China in these years. But many plans completed face the plight of implementation. It isbelieved the plight roots in the specific spatial futures of greenway which is pubic, spatial field uncertainty, and property dependence. Theimplementation is struggling unless the corresponding mechanism is founded. In the papers, the successful cases and unsuccessful ones ofgreenway implementation are reviewed, and it is deemed that viable implementation mechanism lies in three core elements-the subject,funding and field of implementation-can match the spatial futures of greenway. Therefore, this paper presents the key points of greenwayimplementation mechanism design and puts forward the thinking of the greenway network planning method.
