The Evolution of Physiocracy Thought in China Since Reform and Opening-up

通过对改革开放以来中央在政策层面以及学术界在知识层面对"三农问题"关注动态的分析,认为我国的农业发展在改革开放到20世纪80年代中期进入一个短暂的春天后便一直持续低迷,伴随着"三农"问题的升级,中央自2004年连续13年发布重农惠农的一号文件,使得"新重农"又成为新世纪初的重要任务。而新时代的"重农"应该从传统单纯对农业的重视转向对农民主体的重视。

Through analyzing the attention to ＂T he Three-rurals ＂which paid by the central government and scholars since the reform and opening-up,it is believed that China＇s agricultural development has entered a short period of flourish from reform and opening-up to the middle of 1980＇s,then it has been continued downturn. With the upgrade of the ＂ The Three-rurals ＂,central government released No. 1 Document about physiocracy for a row of 13 years since 2004, which makes ＂ the new thoughts of physiocracy ＂become an important task at the beginning of the new century. While the phys-iocracy thought in new era should change its emphasis on pure agriculture to peasant entity.
