As the pillar agricultural industry of Songyang County, the growth of tea industry concerns thelivelihood of farmers in the county. This paper, based on the review of the effect and restraining factors regarding the teaindustry in Songyang County during the $ 12th Five-Year Plan” period, proposed ideas, goals and measures in how toenhance the innovation dynamics, improve tea industrialization level, and industrial competitiveness during the $13thFive-Year Plan” period.
