开放型经济新体制下的中国自由贸易试验区建设研究

为适应经济全球化发展的新形势,中国提出要构建开放型经济新体制。作为开放型经济新体制的试验田,中国自由贸易试验区承载着诸多制度创新任务,包括探索对外资实行准入前国民待遇和负面清单管理模式、扩大服务业领域的开放、探索金融领域的开放和创新、推进贸易监管制度创新和促进外贸转型升级、推进政府管理体制改革和创新等。重要的是,在自由贸易试验区建设中要避免走开发区发展模式的老路、重货物贸易开放而轻服务贸易领域的开放、试验区之间以及试验区内部的恶性竞争、政策不落地或与企业所需政策脱节等问题。

In order to adapt to the new situation of the development of economic globalization, China puts forward to build a New System of Open Economy.As a testing ground of the New System of Open Economy,China Free Trade Experimental Area carrying many institutional innovation tasks,including the exploration of Pre-establishment National Treatment and a Negative List management Model, expansion of the service sector openness, exploration in the field of financial openness and innovation, promotion of the innovation of trade supervision, the transformation and upgrading of foreign trade, and reform and innovation of the government management system. Importantly, in the construction of the free trade zone ,we should to avoid copying the old mode of development zones which focused more on trade in goods and focused less on the openness Of service trade, also the vicious competition within the free trade zone, not-implemented policies, and policies are not demands of enterprises should also be avoided.
