老龄社会学视野下我国社会养老保障的系统整合

Systematic integration of China's social security for the aged from the perspective of the sociology of aging

我国已进入老龄化社会,老年人口比例持续上升,社会养老保障压力与日俱增,健全社会养老保障体系是有效应对老龄化挑战的必由之路。我国已经建立了覆盖广泛的普遍性社会养老保障体系,迫切需要在普遍性基础上提高整合度。老龄社会学强调社会养老保障研究的整体性和全面性,这为选择社会养老保障整合思路提供了启示。老龄社会学认为,社会养老保障体系建设是一项综合性的民生工程,只有坚持系统整合思路,协同推进社会养老保障的理念整合、主体整合、内容整合、形式整合和机制整合,才能充分发挥社会养老保障的整体功能,实现社会养老保障的预期目标。

China has entered the aging society with the proportion of the elderly population continuing to rise.The pressure of social security for the aged is increasing as well.The only effective approach to dealing with the challenges of aging is the improvement of the social security system for the aged.China has established a universal social security system for the aged.It is urgent to enhance its integration on the basis of universality.The sociology of aging stresses the integrity and comprehensiveness of the study on social security for the aged.It provides inspiration for the integration of social security for the aged.According to the sociology of aging,the construction of a social security system for the aged is a comprehensive livelihood project.China must adhere to the idea of systematic integration,and comprehensively promote its conceptual integration,subject integration,content integration,form integration and mechanism integration of the social security for the aged in order to give full play to the overall function of the social security for the aged and to achieve the relevant goals.
