摘要
高校招生制度改革是我国教育体系改革的核心环节,如何探索出一套更具科学合理、实践可行的招考制度,是1977年恢复高考制度以来教育界的努力方向所在。浙江省的"三位一体综合评价"招生制度,为这一努力提供了一个具有代表性的分析样本。三位一体综合评价招生制度的试点过程,典型地体现了我国政府治理过程中的行为逻辑,即政府主管部门对复杂的社会问题寻找一个可行的解决方案的基本过程。而三位一体综合评价招生政策的扩散,则源自于政策方案本身所蕴涵的社会价值的实现过程。从政策价值的角度分析,三位一体综合评价招生政策,能够更加客观全面地评价考生的综合素质,能够为高校、为专家提供更大的招生自主权,为家长及考生提供了一个更加合理的发展导向和成长预期,这是三位一体综合评价招生政策得以扩散的根本动因所在。
The reform of university enrollment system is the core of the educational system reform in our country. Educational circles have always been making efforts to explore a more scientific,rational,practical and feasible enrollment system since the current college entrance examination system was restored in 1977. The enrollment system of "3-in-1 " comprehensive evaluation in Zhejiang province provides a representative sample of analysis for this effort. The pilot process of the"3-in-1"comprehensive evaluation system typically reflects the behavior logic in the process of government management which is a basic process for the government department to find a feasible solution to the complicated social concern. The diffusion of the admissions policy of the "3-in-1"comprehensive evaluation system comes from the realization of the social value contained in the policy plan itself.From the point of view of the policy value,the enrollment policy of the "3-in-1"comprehensive evaluation system can be a more objective and comprehensive assessment of the overall quality of the candidates. It provides,the college and,admissions experts with greater autonomy,and,at the same time,enables the candidates and their parents to bosom more reasonable development-oriented growth expectations,which is the fundamental cause of it spreading.
