摘要
基于生态绿当量原理,对呼和浩特地区不同空间范围内生态用地结构及面积进行了评价,进而确定了地区最大森林覆被率。结果表明:生态绿当量森林覆盖率达38.2%以上,武川县和托克托县实际森林覆盖率低于联合国公布的最低森林生态下限指标值20%;平原区的市辖区、土左旗、托克托县具备建设生态城市条件;测算最大森林覆被率,市辖区34.73%、清水河县45.08%、和林县39.5%、武川县27.41%、土左旗31.03%、托克托县20.3%,全市森林覆被率可达到29.43%。今后需要充分利用好现有资源,实现由营造林向森林经营与保护方向转变,实现生态林业和民生林业共同发展的目标。
Based on the principle of ecological green equivalent, this paper evaluates the structure and size of differ- ent spatial scales on ecological land in Hohhot, and determines the maximum forest cover rate. The results show that the forest coverage rate of ecological green equivalent reached above 38.2%, the actual forest cover rate in Wuchuan County and Tuoketuo County is lower than the lowest limit index announced by United Nations by 20%. The municipal district, Tumote Left Banner and Tuoketuo County have the conditions for constructing the eco - cit- y. The measured maximum forest cover rates in municipal district, Qingshuihe County, Helin County, Wuchuan County, Tumote Left Banner and Tuoketuo County are 34.73%, 45.08% , 39.5% , 27.41%, 31.03% and 20. 3% separately, and the forest coverage rate of whole city can reach up to 29.43%. The existing resources should be utilized fully in order to realize the transformation from forestation to forest management and protection and the goal of co - development of eco - forestry and livelihood forestry.
