基于供给侧改革视角的科技体制机制创新研究

Sci-Tech System Innovation Research Based on Supply-Side Reform

建构创新驱动发展的经济新模式,必然要求把科技体制改革和科技机制创新作为供给侧结构性改革的重要内容。文章分析了目前我国科技体制机制创新中存在的问题,并基于供给侧结构性改革,从"技术研发侧-成果转化侧-技术需求侧"的良性互动视角,探讨科技体制机制创新的要求与目标,即技术研发侧要适应市场保障供给,技术需求侧要以技术链延伸产业链,成果转化侧要建立健全"舟桥"机制,并提出"加、减、乘、除"等政策建议,以期把握好经济新常态下的供给侧结构性改革,使科技体制机制创新收到实效,创新驱动战略落到实处。

Sci-tech system reform and innovation should be regarded as an important content of the supplyside structural reform to construct the innovation-driven development mode.This paper analyzes the problem of China＇s sci-tech systems,explores the requests and objectives sci-tech systems innovation from the perspective of the interactions of technological research and development,sci-tech achievements transformation and＂technological demands＂,i.e.,technological research and development should be adaptable to the market,technological chain should be used to extend industrial chain,and the＂Boat and Bridge＂system should be built to realize the sci-tech achievement transformation to achieve sci-tech system innovation and innovation-driven strategy.In addition,the paper proposes policies such as＂addition,subtraction,multiplication,and division＂.
