嘉兴服务外包产业园集群创新能力研究

Research on Cluster Innovation of the Service Outsourcing Industry Park of Jiaxing

以集群创新为视角,构建服务外包产业园集群创新能力评价指标体系,运用层次分析法进行测度表明:杭州地区服务外包产业园集群创新能力总体水平明显高于嘉兴地区;从综合排名来看,浙大网新软件园的集群创新能力值最高,杭州东忠科技园、嘉兴科技城次之,嘉兴现代物流园、嘉兴创意创新软件园得分能力较弱。相比杭州,嘉兴服务外包产业园还存在一些问题,嘉兴政府层面应科学制定产业规划,实施差异化发展战略,驱动政策绩效评估,创新集群政策,创新人才培养模式,优化人力资源结构;园区层面要创新建设与发展模式,打造园区品牌,推进产业园服务创新,提升园区品牌附加值;企业层面要加强企业创新文化建设,激发创新潜能,重视企业自主创新,塑造企业竞争优势,发挥在集群创新中的主体地位。

The cluster innovation capability of the outsourcing industrial parks of Hangzhou is significantly higher than that of Jiaxing.The innovation capability of Insigma Software Park is the highest,that of Totyu Technology Park and Jiaxing Science City higher,and that of Jiaxing Modern Logistics Park and Jiaxing Creation and Innovation Software Park high.There still exist problems in Jiaxing service outsourcing industrial parks.The government should scientifically make industrial development plans,implement differentiated and competitive strategies,carry out the policy performance evaluation,innovate cluster policies and talent training modes,and optimize the structure of human resources;parks should innovate development modes,create brand effects,promote service innovation,enhance the value added of the parks＇brands;and enterprises should strengthen their innovation culture construction,stimulate innovation potentials,emphasize independent innovation,build up competitive advantages and play the main role in cluster innovation.
