研究生“三助一辅”工作的优化实施探讨

Optimization of the“Three Assistance and a Counselor”System for Graduate Students

梳理研究生"三助一辅"工作的历史发展脉络,归纳出"三助一辅"具有培养功能、补贴功能和补充功能等三个基本功能。根据当前的实践探索与理论发展,指出应进一步明确"三助一辅"的功能定位,以突出培养功能作为目前工作的重点。以充分发挥研究生"三助一辅"的培养功能作为出发点,对一个典型个案进行剖析,从制度设计、岗位设置、过程管理和经费保障四个方面分析"三助一辅"工作在实施过程中遇到的主要问题,并据此提出优化措施。

Based on studying the ＂Three Assistances and A Counselor＂ system for graduate students and analyzing its historical development, this paper summarizes its three basic functions： training, subsi- dies and complementary functions. According to the current exploration and the development of theory, this paper points out that we should further clarify the function of the ＂Three Assistances and A Counsel- or＂, and focus on the training function in our present work. Maximizing the training function as a starting point, this paper analyzes a typical case from four aspects, such as system design, post setting, process management and financial security, and at last, it proposes several solutions to the main problems in the application of ＂Three Assistances and A Counselor＂ system.
