完善天津港陆路集疏运系统的思路与对策研究 被引量:4

摘要 完善的集疏运系统是港口快速发展的重要前提。随着京津冀交通一体化的全面推进,迫切需要研究如何完善天津港以公路、铁路为主体的陆路集疏运系统,提供通达腹地、能力充分、便捷高效、衔接顺畅的交通服务。本文采用"问题导向、规划引领"的方法,首先从集疏运方式分担和集疏运通道建设两方面梳理了天津港目前的陆路集疏运体系现状,分析了存在集疏运交通不畅和港城交通矛盾的问题和成因;然后根据天津港规划的功能布局和未来的交通需求,结合鹿特丹港、深圳盐田港等国内外先进港口的发展经验与启示,拟定了天津港陆路集疏运系统的发展目标和思路;最后从硬件设施改善方面提出了公路、铁路集疏运系统完善方案,重点是进出港衔接道路、港口对外通道等层面的网络设施建设任务,并且从软环境优化方面提出了具有针对性、可实施性的对策和建议。 Perfect collection and distribution system is an important premise of rapid development of port. Along with comprehensive promotion of traffic integration of Beijing, Tianjin and Hebei Province, it is necessary to improve Tianjin Port overland collection and distribution system mainly on highway and railway, in order to provide accessible, full, efficient and smooth transport services. According to the mode of problem oriented and planning guide, this article firstly brushes Tianjin Port overland transportation status at present from two aspects of modal split and channel construction. The paper analyses the reasons of the unsmooth collecting and distributing traffic and the port city traffic contradiction. Secondly, on the basis of designed functional layout and future traffic needs of Tianjin Port, it works out the development goal and thinking of improving collection and distribution system, combined with the experiences of advanced port at home and abroad, such as Rotterdam Port and Shenzhen Yantian Port. Finally, it puts forward the perfect scheme of highway and railway transportation system, mainly about network facilities construction tasks. And it proposes the well-directed, executable countermeasure and suggestion in the way of soft environment optimization.
