中外绿色债券发展比较

Comparison of Green Bond Development between China and Foreign Countries

发达国家和新兴经济体日益关注绿色债券,将绿色债券纳入到本国绿色金融政策体系之中。中国绿色债券市场起步晚,但发展迅速,市场前景广阔。中外绿色债券在标准体系、项目认定、信息披露、外部认证、激励措施等方面存在差异。为推动中国绿色债券发展,本文就项目口径认定、绿色认证体系、信息披露、激励措施、发行主体等方面提出了对策建议。

Developed countries and emerging economies are increasingly concerned about green bonds, and bring green bonds into their green financial policy system. Compared with foreign countries, domestic green bond market started late, but it develop rapidly and has broad prospects these years. Green bonds in China and abroad exist difference including the standard system, project classification, information disclosure, external certification, incentives and other aspects. This paper put forward policy advices among unifying identification standard, establishing a green certification system, improvement of information disclosure systems, differentiation of incentive measures and the diversification of the issuers, in order to promote the development of China＇s green bonds.
