摘要
近五年来巴西超越印度成为对中国发起反倾销调查最多的国家,频繁发起反倾销调查和征收高额反倾销税阻碍了涉案中国企业对巴西出口贸易的正常开展。中国应积极支持严格多边反倾销纪律,反对将反倾销用于贸易保护主义目的;加强与巴西的沟通与合作,消除巴西对华贸易竞争疑虑;敦促巴西在反倾销调查中给予中国企业市场经济公平待遇;规范中国企业出口竞争行为,促进对巴出口贸易有序发展。
In recent 5 years, Brazil has replaced India to become the most frequent user of antidumping against Chinese products, and high antidumping duties have negatively ＂affected the export business of Chinese firnrs. China should actively support strengthening the muhilateral antidumping discipline to prevent antidumping from being used as protection measures, improve dialogue and cooperation with Brazil to dissolve its worry about competition from China, press Brazil to offer Chinese firms fair treatment in antidumping investi- gations, and regulate the competition behavior of Chinese exporting firms to promote orderly development of Chinese export to Brazil.
