随着全球化日益深入发展,全球高等教育面临着众多挑战和机遇,需借助联合国教科文组织等国际组织从宏观层面进行治理。联合国教科文组织全球高等教育治理政策经过不同阶段的发展,在全球高等教育治理领域扮演着协商者、倡议者、构建者以及促进者的角色。联合国教科文组织在全球高等教育治理上的成绩和角色与其保障路径密切相关。尽管面临着一些挑战,但联合国教科文组织在全球高等教育治理过程中肩负着不可替代的责任。

With the intensive development of globalization, the global higher education is confronted with challenges as well as opportunities, which should be governed from macro level with the help of international organizations of UNESCO, etc. The global higher education governance policy of UNESCO has gone through different stages of development and has made some achievements. Currently, UNESCO plays the roles in global higher education management fiehf as a negotiator, advocator, builder and facilitator. The achievements and roles of UNSCO in global higher education are closely related to its guarantee paths. Despite facing some challenges, UNESCO has irreplaceable responsibility in the process of global higher education governance.
