摘要
中国的政治协商制度承担着协商民主的功能,是人民代表大会票选式民主的补充。政协由34个不同的界别组成,教育界别属于其中之一。政协委员一项重要的工作形式即是提案。通过对近几届教育界别政协委员组成结构及教育提案进行统计显示,教育界别政协委员的组成结构比较单一,界别的组织化程度低、委员提案的界别属性也不强,未能很好地实现界别设置的目的。应该通过调整界别设置,提高界别组织化程度与提案的界别属性,以及加强政协工作的程序法治等几个方面来改善。
The Political Consultation system in China takes the function of democracy, which is the supplement of The People' Congress. CPPCC is made up with 34 constituencies, and the Educational Constituency is one of them. According to investigation statistic of members of the CPPC in educational constituency and their proposal, we could find that educational constituency lacks structural diversity, has low degree of systematic, and their proposals had less correlated with educational policy. To change the status quo, it is urgent to adjust the structure of the educational constituency, improve the degree of systematic and enforce the relationship of the proposal and educational policy. In addition, the due process in the work procedure of CPPCC should also be guaranteed.
