广东省城市公立医院补偿机制存在的问题与改革建议

Compensation Mechanism Reform Research on Urban Public Hospitals of Guangdong: The Existing Problems and Reform Suggestions on the Compensation Mechanism for Urban Public Hospitals

公立医院补偿机制改革是公立医院改革的重要组成部分,与公立医院改革的各方面密切相关,城市公立医院综合改革是深化医药卫生体制的一项重要任务。本研究在梳理政策的基础上,结合广东省城市公立医院补偿现状分析结果,得出现有补偿机制存在以下问题:财政投入不足和分配不均、补偿标准不明确、医疗服务价格背离成本定价、补偿方式单一、医疗收入不合理。分别从财政投入、医疗服务价格、医保支付、药品耗材流通领域改革等角度,提出相关政策建议。

Compensation mechanism reform was the important component of public hospital reform, which was closely related to various aspects of comprehensive reform of public hospital. It put forward the problems on the basis of related literature about public hospital compensation and the current situation of the compensation mechanism. There were problems in current compensation mechanism： insufficient fiscal input and unbalanced allocation, unclear compensation regulation, the medical service price was not related to cost pricing, single compensation method and unreasonable medical income. It put forward relevant policy suggestions from fiscal input, medical service price, medical insurance payment and reform of pharmaceutical material circulation field.
