财政支持科技创新问题研究——以山东省为例

Research on Financial Support for Technology Innovation——A Case Study of Shandong Province

科技创新是推动现代生产力发展的动力源泉,影响着我国经济和社会发展进程。"十三五"期间山东省经济发展已经进入了从旧常态突围和向新常态迈进的关键时期,科技创新是保障山东省经济平稳持续发展的重要条件。积极发挥公共财政职能作用,持续加大对科技创新的支持力度,有利于进一步改善科技创新环境和条件,提高科技创新能力。公共财政支持科技创新的作用机理主要表现在优化科技创新的资源配置、打破科技创新的资金瓶颈和降低科技创新风险等方面。当前山东省在财政科技投入总量、结构和效率等方面仍然存在着亟待解决的问题。完善财政支持科技创新,必须不断优化科技创新资金投入结构和方式,改革科技创新资金配置,继续完善科技创新资金使用机制,并强化科技创新资金管理。

Technology innovation is the power source to promote the development of modern productivity and influences China economic and social development process. During the ＂ 13th Five-Year Plan＂ period, Shandong economic development has entered the critical period of shifting from the old normal to the new normal, and technology innovation is an important factor to guarantee the stable and sustainable development of Shandong economy. Therefore, developing the functions of public finance and increasing the support for technology innovation are conducive to further bettering the environment and conditions for technology innovation and improving technology innovation ability. The mechanism of public financial support for technology innovation is mainly reflected in such aspects as optimizing the resources allocation for technology innovation, breaking the funding bottleneck in technology innovation and reducing the risks in technology innovation. Currently in Shandong province, there still exist problems to be solved urgently in financial technology in terms of total input, structure and efficiency. In order to perfect the financial support for technology innovation, it is necessary to optimize constantly the structure and mode of technology innovation fund investment, reform technology innovation fund allocation, perfect the use mechanism of technology innovation fund, and strengthen technology innovation fund management.
