基于熵权TOPSIS法的现代化国际港口城市发展评价及障碍度分析 被引量:4

摘要 针对现代化国际港口城市发展评价和影响因素识别以定性分析为主的问题,在同类研究成果的基础上,综合熵权TOPSIS法和障碍度模型,构建了现代化国际港口城市发展评价方法。以南通、上海、宁波、天津、烟台、厦门、青岛和大连8个港口城市为例,根据2013年统计数据,采用熵权TOPSIS法计算各港口城市在经济现代化、科技现代化、社会现代化、城市国际化和港口国际化五个要素层面的相对贴近度以及综合相对贴近度,对比分析了各港口城市之间的发展差距。根据障碍度模型,计算了每个港口城市评价指标的障碍度值。针对障碍度值排序前6的指标,分析制约各港口城市建设现代化国际港口城市发展进程中的关键因素。并以南通为例,识别制约发展的关键因素,提出了南通建设现代化国际港口城市的相关建议。实证结果验证了该方法的可操作性和有效性。 Focusing on the problem that evaluation of modern internationalized port city and analysis for influence factor is mainly qualitative.Based on the similar research results, this paper constructs an evaluation index system of modern internationalized port city development, and proposes the evaluation method for the modern internationalized port city developing by entropy TOPSIS method and obstacle degree model.Taking the cases of 8 port cities, including Nantong, Shanghai, Ningbo, Tianjin, Yantai, Xiamen, Qingdao and Dalian, according to the statistical data in 2013, the paper uses entropy TOPSIS method to calculate the relative closeness degree of 5 aspects, including economic modernization, technology modernization, social modernization, urban internationalization, port internationalization, and the comprehensive relative closeness degree, in order to analyze the development gap between the port cities. The paper adopts the obstacle degree model to calculate the obstacle degree of the port cities. According to the obstacle degree of the top 6, this paper analyzes some key factors which restrict the port cities to establish the modern internationalized port city. Then taking Nantong for example, the paper identifies some key factors which restrict the development, and makes some proposals about how to establish the modern internationalized port city for Nantong. The example analysis validates that the proposed method is feasibility and effectiveness.
