陕西省军民融合产业集群竞争力分析

Analysis on Competitiveness of Civil-Military Integration Industrial Cluster in Shaanxi

本文分析了陕西省军民融合集群的现状,运用GEMS模型,从基础、企业、市场和环境四个角度对该区域的集群竞争力进行评价。从计算结果来看,"政府政策"这一项的得分最高,说明陕西省政府对发展军民融合比较重视,军民融合产业集群化发展壮大的政策和社会环境好;但"设施"、"外地市场"、"企业的结构、战略和竞争"得分相对较低,说明这三项是制约陕西省军民融合产业集群发展的要素。根据分析结果,提出了提升陕西军民融合产业集群竞争力的对策:加大对军民融合产业园区自主创新和技术创新的资金支持;鼓励民营企业积极参与军品生产;进行顶层设计,成立军民融合领导小组,完善军民融合的法律法规;鼓励军工企业突破行业、地区、制度的约束。

This paper analyzes the current situation of the civil-military integration industrial clusters in Shaanxi Province. To use GEMS model it evaluates the industrial cluster competitiveness from the foundation, enterprise, market and environment. It shows the score of government policy is high, indicate the Shaanxi place more emphasis on the development of civil-military integration. But the scores of ＂facilities＂, ＂outside market＂, ＂enterprise structure, strategy and competition＂ are relatively low, which means that the three elements constraint the development of civil-military integration in Shaanxi. According to the results of the analysis, this paper put forward countermeasures to increase financial support to technological innovation; and encourage private enterprises participate in military production; conduct top-level design to establish the civil-military integration leading group and improve laws and regulations for civilian integration; encourage open cooperation on cross-industry, cross-regional, cross-ownership.
