Pre-Hospital First Aid System in Chengdu: Current Situation and Countermeasures

目的:通过对成都市院前急救体系相关资源配置、反应速度和救援能力调查,分析评估我市院前急救体系的现状,为提升全市院前急救体系的能力提出对策和建议。方法:采用文献分析和政策法规梳理、2011—2013年成都市120指挥平台数据信息统计和分析、现场调研和深入访谈、问卷调查、半参与式调查、典型案例研究等方法,分析研究成都市院前急救体系现况、面临的挑战与存在的问题。结果:成都市大型突发事件的医疗卫生应对能力不足,紧急医疗救援体系配置不足,服务半径过大,救援能力不足等。结论:科学规划全域成都急救医疗资源,加强政府主导,备战大型突发事件,提升指挥中心、网络医院综合实力,增强全市院前急救能力。

Objective：To analyze and evaluate the current situation of pre-hospital first aid system in Chengdu through the investigation of related resource allocation, reaction speed and rescue capability of this system; to provide countermeasures and suggestion for the promotion of city’s pre-hospital first aid system.Methods：Using methods such as literature analysis combined with policy and regulation screening, data analysis of Chengdu 120 command platform between 2011 and 2013, field research and in-depth interview, questionnaire survey, semi-participative survey, and typical case study, we analyzed the current situation, challenges and problems of pre-hospital first aid system in Chengdu.Results：The coping capacity of large-scale emergencies was insufficient as well as the configuration of medical rescue system; the service radius was too large; the rescue capability was insufficient in our city.Conclusion：Strengthening government leading, preparing for large-scale emergencies, and promoting the capacity of command center and network hospitals are useful to enhance the capacity of pre-hospital emergency in our city.
