蔡锷在护国讨袁前夕开展了一系列秘密革命活动,为发动护国讨袁起义做好了前期准备工作。他与北京、天津等地师友秘密策划护国讨袁方案;与云南、贵州、四川等省旧部秘密联络,互通声气;与国内外革命党人、军界志士同仁、各界民主革命人士等秘密组织护国讨袁统一战线;他巧妙掩饰,潜离北京,转道天津、上海、日本、香港、越南等地,顺利到达云南,发动了护国讨袁起义。

Cai E carried out a series of secret military activities and made the previous preparations before the War Against Yuan Shikai. He secretly discussed the plan of the war with his teachers and friends in Beijing and Tianjin. He secretly kept in contact with his former subordinates in Yunnan, Guizhou and Sichuan and secretly developed the united front with the revolutionary party at home and abroad, the military colleagues and all democrats who support the war. Cai E slipped away from Beijing by skillfully concealing his true attitude towards Yuan Shikai, successfully got to Yunnan by way of Tianjin, Shanghai, Japan, Hong Kong and Vietnam, and finally launched the uprising against Yuan Shikai.
