This paper briefly introduced the characteristics of PPP mode, PPP project participants and basic contract system, according to the op-eration difficulties of PPP project, from paying attention to project early investigation, must through demonstration of value for money and financial capacity, carefully designed PP P project operation process three aspects, put forward corresponding difficult break suggestions.
