Reflections on the Relation between Confucian Political Civilization and Public Administration Spirit in Contemporary China

德治仁政、以民为本、礼法并用等思想是儒家政治文明的主要内容。儒家政治文明对当代中国公共行政精神既有积极影响,也有消极影响。要培育公共行政精神,就需要我们正确对待传统文化,取其精华,去其糟粕,通过转变政府职能、建设服务型政府,树立法治理念、建设法治政府,加强培训,提高行政人员能力素质等途径来积极培育当代中国的公共行政精神。

The main content of Confucian political civilization contained “the rule of virtue and benevolent government”thought,“people-oriented”core idea, and the theory system of “law and moral equally used”. Confucian political civilization had both negative and positive impacts on public administration spirit in contemporary China. To cultivate the spirit of public administration, we need to discard the dross and select the essence. There are several approaches to cultivate the spirit of public administration in contemporary China, such as transforming the government functions, building a service-oriented government, establishing ideas of rule by law, building the government by law, strengthening training and improving the quality of the executive ability.
