Language Customs and Constructing the Team of Bilingual Judicial Talents in Ethnic Areas

国家治理现代化、全面推进依法治国,对民族地区社会治理将产生深远影响。如何着力于队伍建设,促进依法执政、科学立法、依法行政、公正司法的实现,创新民族地区社会治理,在民族地区推进国家治理体系和治理能力现代化?这必须考虑语言自治这项民族区域自治的重要内容。民族地区双语司法人才奇缺,双语人才培养又面临缺乏良效运行机制的困境。应理性面对困境,在强调民族地区语言自治和国家司法统一的前提下,加强民族地区法治人才培养的机制体制建设,强化保障措施,推进双语司法人才队伍建设的良性运行。

Governing modernization and ruling the country by law have the great impact on society governing in ethnic areas; however, the following issues should be considered, team construction, the reality of ruling the country by law, scientific legislation, judicial justice, governing in ethnic areas and the modernization of governing system and ＇ability. Language autonomy must be considered. Due to the shortage of Bilingual talents in ethnic areas, the operating mechanism is facing the difficult situ- ation. Therefore, under the background of emphasizing ethnic language autonomy and the unify of na- tional judicial, it should strengthen the construction of talents cultivating system, enhance the meas- ures of guarantee, and the positive operation of the construction of bilingual talents in judicial fields.
