在科技计划管理中健全知识产权审查评议机制的研究建议

Research on the Improvement of Intellectual Property Vetting and Review Mechanism in the Science and Technology Project Management

知识产权审查评议是优化科技计划项目知识产权布局、提升成果知识产权质量和改善知识产权运用的有效途径。建立财政支持重大科技项目的知识产权审查评议机制是发达国家的普遍做法。针对我国科技计划管理实践中仍然存在知识产权审查评议的目标和用途不明确、职责不明确、审查评议工作本身风险和相关服务能力弱等问题,提出四方面建议。

Intellectual property vetting and review is the effective way to optimize the layout of intellectual property rights,improve the quality and the use of the intellectual property rights.It is the common practice of establishing Intellectual property vetting and review mechanism for the major ST projects supported by the government in the developed countries.According to the problems existing in the intellectual property vetting and review in Chinese ST project management such as ambiguity of goal,purpose and responsibilities,risk and weak service ability,the paper puts forward four aspects of policy suggestions.
