新型城镇化背景下重构土地利益分配格局的研究

A Study on the Redistribution of Land Appreciation in the Context of New-type Urbanization

实现新型城镇化进程中土地和人口城镇化的协调发展,核心是要处理好城镇化建设中土地利益分配问题。为此,本文通过研究我国改革开放以来城镇化建设存在问题以及新型城镇化建设的要求,得出以降低政府经济职能,引导地方政府向城市公共治理者的角色转变,建立服务型政府为抓手;以保障迁移人口公共服务压力倒逼地方政府转变城市管理理念,积极探索城市土地经营管理模式,统筹城乡土地市场为基点,重构新型城镇化中土地利益分配格局。未来,在保障人口流动、迁徙、居住等自由权利的同时,只有更加注重建立公平公正的土地利益分配机制,才是新型城镇化可持续发展的真正道路。

The coordinated development of population urbanization and land urbanization is an essential prerequisite for new urbanization construction. This study outlines the measures of redistributing land appreciation, including decreasing the government financial expenditure on the direct participation in economic construction, moving toward service-oriented government,raising the proportion in social security for rural migrants, particularly with respect to housing and education financial expenditure and exploring the new mode of urban land construction, promoting the integrated development of urban and rural land markets. China＇s new urbanization describes the process of rural-to-urban transformation. Only by guaranteeing the people＇s rights which include migration freedom and choice of residence freedom and enduring fairness in distribution of land urbanization benefits can new urbanization feasibly safeguard the sustainable development of the whole national economy in future.
