家庭农场规模:理论检视与实践内涵

The family farm scale:theoretical review and practical connotation

自2013年中央一号文件提出家庭农场概念以来,各界掀起了研究家庭农场的热潮。但在实践部门,政府困扰于家庭农场的规模界限问题。从家庭农场理论研究入手,从恰亚诺夫农民家庭组织规模的阐释到国内有关家庭农场概念的政策演变,大致勾勒了家庭农场的概念演变和规模内涵。另外,从上海松江和安徽繁昌家庭农场的实践经验中得出:家庭农场适度规模经营应该具有一定的弹性空间,在制定规模时需要考虑到当地非农就业程度和社会公平的原则,同时完善社会化服务体系。

Since 2013 when the No.1central file put forward the concept of the family farm,people from every field have joined in the study of the family farm.But in the practice sector,the government was troubled with the scale and boundaries of family farms.This article,beginning with the theoretical research from A.B.чaянов＇s analysis about peasant family organization＇s scale to domestic policy changes about family farms,depicts a picture of the concept evolution and scale connotation of the family farm.Besides,from the practice of family farms in Songjiang of Shanghai and Fanchang of Anhui this paper concluded：Family farms have certain flexibility on a moderate scale operation,and deciding the scale needs to take local citizens employment and social justice into consideration,and meanwhile,when the social service system should be improved.From theory to practice,the author hopes this research can further promote the development of family farms in our country.
