中央财政林业补贴政策的效用及影响因素研究——基于四川省的调查

Effectiveness and influencing factors of central government forestry subsidies based on surveys in Sichuan

林业作为弱质性加强的准公共品,需要一定补贴来提高农户家庭的福利水平。通过博弈方法和效用理论公式计算出林业补贴政策效用,对以林地面积、林业投资和实际产量为依据的补贴模式进行比较,并利用OLS方法对四川省现行中央财政林业补贴政策效用的影响因素进行实证分析。结果表明:目前林业补贴模式对稳态时的资本存量和产量没有影响,对农户消费有正向影响;林业补贴政策效用与农户受教育程度、农业收入占比、补贴金额呈显著的正相关,而与补贴支付方式呈显著性负相关;低收入和林业有收入家庭获得林业补贴政策效用更明显。提出了需要完善林业补贴制度,创新林业补贴政策,林业补贴应更倾向于低收入和林业有收入家庭,加强林业补贴政策宣传和执行力度等对策。

Forestry as a weak quasi-public goodsrequires some subsidies to improve the welfare of farmers＇ family.This paper calculate the effectiveness of forestrysubsidies with the approachin game theory and utility formula and compare subsidy modelsbased on forestry area,investment and actual production.Then it made an empirical analysis onthe influencing factors of the central government forestry subsidy policies in sichuan province with the OLS method.Results show that the current model has little to do with steady-state capital stock but has a positive effect onhousehold consumption;the effectiveness of forestry subsidy policy has a significantly positive correlation with farmerseducationlevel,farm income share and the amount of subsidywhile the payment of subsidies has significantly negative correlation;the effectiveness of low-income families and forestry income family is more obvious.Finally it proposeimproving forestry subsidy mechanism and policy and strengthening the advocacy and enforcement of forestry subsidies.
