实施创新驱动战略推动地方工业转型的研究——以鞍山市为例

Research on the implementation of innovation-driven strategy to promote the transformation of local industry——A Case Study of Anshan

随着中国经济发展进入新常态,传统的以要素驱动的发展模式已经无法适应经济发展的要求。在经济新常态下,创新对企业的生存与发展至关重要,创新驱动战略已经成为引领我国经济发展的主导力量。首先,以鞍山市为例,分析了地方工业在传统发展模式下所面临的问题。其次,实施创新驱动战略,推动工业转型升级,是一个复杂的经济发展创新实践过程,受到各种经济发展要素、协作关系等诸多因素的影响和制约。为从理论上分析研究创新驱动战略模式,从"创新要素驱动、创新需求驱动、协同创新驱动"3个不同角度出发,构建了一个创新驱动战略推动工业转型升级三维框架模型。最后,提出了依据创新驱动战略推动地方工业转型升级的若干对策与建议,为地方经济发展提供了借鉴。

As China＇ s economic development has entered a new normal, the traditional factor-driven development model has been unable to meet the requirements of economic development. Under the circumstances of China＇ s new economic normal, innovation is important for the survival and development of enterprises. Innovation-driven development strategy is becoming a predominating force to facilitate China＇ s economy. First of all, with the city of Anshan as a case study, a series of the problems with which traditional local industries has faced were systematically analyzed. Secondly, the implementation of innova- tion-driven strategy to promote industrial transformation and upgrading is a complex economic development and innovation practice process,which is influenced and restrained by a variety of economic development factors, cooperative relations, and many other factors and constraints. In order to theoretically analyze innovation-driven strategy model, based on the three dif- ferent points of view of ＂elements of innovation-driven, innovation-demand driven, collaborative innovation-driven＂, a three-di- mensional framework model was constructed, which can be helpful in promoting industrial transformation and upgrading by innovation driven strategy. Several innovational suggestions and measures on local industrial transformation and upgrading were put forward,providing decision-makers with a number of unique perspectives and options for local economic development.
