摘要
高校是区域科技创新的重要组成部分,是人才强国、强省战略的源头和保证。高校在我国并不是均匀分布,经济发达的地区高校相对较多,而经济欠发达地区高校相对较少。目前我国各地区在不断深化改革的过程中,对高校的依赖越来越大,研究高校科技创新地区平均实力可以更好地定位该地区的智力投入和产出水平,寻找可持续发展对策。文中界定高校科技创新的概念,基于投入和产出2大类构建评价指标体系,采用因子、聚类分析相结合的方法,对我国31个地区的高校科技创新平均实力进行了比较排序,归纳了各类地区的科技创新发展特征,并归纳出针对各地区投入和产出方面的共同对策及差异化对策,为高校和地区的转型发展提供参考。
Colleges and universities play an important part in regional scientific and technological innovation, and is the basic source of the strategy of reinvigorating China through human resource development. Colleges and universities in our country are not evenly distributed;the economic developed areas have relatively more colleges and universities, and the economically underdeveloped regions less colleges and universities. At present, different areas in China, in the process of deepening reform, become increasingly dependent on colleges and universities' innovation ability to decide the input and output level of the region for the sustainable development. This paper, by defining the concept of scientific and technological innovation in colleges and universities, based on the input and output to build the evaluation index system, by adopting the combination of factor and cluster analysis method, compared the average scientific and technological innovation strength of 31 regions in China, summarized the scientific and technological innovation development characteristics in various areas, and summed up common countermeasure and differentiate strategies according to the areas' the input and output, aiming to provide the ref- erence for colleges and universities in its transformation development.
