基于不安全行为模型的几起特大道路交通运输事故不安全动作研究

Research on the Unsafe Action of Several Severe Traffic Accidents Based on the Model of Unsafe Behavior

近年来我国特别重大道路交通运输事故时有发生,伤亡人数多,经济损失严重,社会影响很大,分析这类事故的原因,研究事故发生的特点和规律,是预防事故的根本措施。文中根据行为安全模型,从不安全动作出发,对事故中不安全动作进行分析,包括个人不安全动作和组织不安全行为的类型和严重性分析,最后从行为控制、安全管理体系和安全文化建设方面提出事故预防对策。

Several severe road transportation accidents happened brought a number of injuries and deaths, resulting in eco- nomic loss and great sufferings. To analyze its causes and study the characteristics and the laws of these accidents are the keys to preventing such accidents. In this paper, according to the behavior safety model, some unsafe actions in the accidents were analyzed, including the types and severity of unsafe acts. Finally, measures to prevent the accidents are put forward from the aspects of behavior control,safety management system and safety culture construction.
