中国参与新一轮国际经济治理的智力基础设施建设——以中亚区域经济合作研究院为例

China's Participation in a New Round of Intellectual Infrastructure Building for International Economic Governance: A Case Study of the CAREC Institute

中国主导建立的一系列新的国际组织,其方式和水平标志着中国参与国际经济治理进入了新阶段。中国参与新一轮国际经济治理,不仅突出以亚洲基础设施投资银行和金砖银行为代表的以基础设施为核心的"硬件建设"机构,而且强调以中亚区域经济合作研究院为代表的以政策研究和协调为核心的"软件建设"组织。由于中国参与智力基础设施建设尚处于起步阶段,我们应积极借鉴相似国际组织的先进经验,立足于中国现阶段参与国际经济治理和国家发展战略的需要,在推进机构建设的同时,推动中国加强与发展中国家的政策对接,提升中国在发展中国家的政策影响力,从而发挥中国在国际经济治理中更加积极有效的引领作用。

The style and level of a series of new international organizations that China took the lead to establish marks a new stage that China's participation in international economic governance has entered. China's participation in a new round of international economic governance is not only highlighted by the institutions of 'hardware building'with infrastructure as the core,which are represented by the Asian Infrastructure Investment Bank and the BRICS Bank,but also emphasized the organizations of 'software building'with policy research and coordination as the core,which are represented by the CAREC Institute. Because China's participation in the building of intellectual infrastructure is still in its infancy,we should actively learn from the advanced experience of similar international organizations,strengthen the policy coordination between China and developing countries while promote institution building,based on the need of China's participation in international economic governance and the national development strategy at this stage,and enhance the influence of Chinese policy among developing countries,to make China play a more active and effective role in the leadership of the international economic governance.
