农村劳动力转移的关联效应与有效治理

The Correlation Effect and Effective Governance of Rural Labor Force Transfer

在回顾劳动力转移正负两方面影响的基础上,基于对101个村的调查与访谈,侧重讨论了劳动力转移对转出地农村"空心化"、农业生产、农业增收、农村基层组织建设以及留守儿童教育的影响。有效治理劳动力转移负面效应,应加大财政在农村公共服务领域的投入,创造良好的硬件环境;加快发展乡村二三产业,繁荣乡村经济;推动农村宅基地制度改革,缓解地域"空心化";加大农业技术与外出务工人员技能培训方面的投资,提高农业生产效率与外出人员的就业能力;强化城市流入地责任,确保随迁子女正常入学。

Based on the review of the positive and negative two aspects influence of the labor force transfer, the paper place extra emphasis on the negative influence of rural ＂hollowing-out＂ ,agricultural production, agricultural income, primary-level organization construction and stay-at-home children education caused by the migration of the rural ／ labor force. Based on the above analysis, this paper puts forward the following suggestions on governing effectively the negative effects of labor transfer： Increase financial support in rural public services and create good hardware environment; Speed up the development of the~ country the second and the third industry and active rural economy; Promote the reform of the system of house-site in the countryside in order to ease the regional ＂hollowing-out＂; Increase agricultural technology and the migrant workers skills training investment to improve the efficiency of agricultural production and the employment ability of migrant workers; Strengthen urban the responsibility to ensure the normal education for the children＇s of rural migrant workers.
