短期效应、生存压力与农业共营制的长效兼顾

Short-term Effect,Survival Pressure and Long-term Consideration of Agricultural Co-management Model

随着农业共营制深入推进,以保障社员收益为目标的职业经理人绩效考核机制使合作社经营行为向扩大高效作物种植规模、降低粮食经营比重的"共赢"目标嬗变,但嬗变本身偏离了政府扶持其发展的政策目标。从长远看,模式短期效应的边际递减难以维持中长期个体行为契合政府目标的合意政策效应。解决前置不当政策的补救行为,因其先天缺陷,难以实现长期、彻底性政策效应扭转。多数情况下,合意微观主体发展与政府宏观目标的政策逻辑,受外部环境变化影响,个体利己行为可能挫伤公益政策效应,组织创新的可持续发展仍需不断探索和创新脱离财政扶持的长效盈利模式。

With the further advance of agricultural co-management model, the performance appraisal mechanism to professional manager aimed at ensuring membership benefits made the management behaviors from cooperation changed to the target of ＂win-win＂ for expanding planting scale of efficient crops and reducing the proportion of food crops,but the change deviated from the target to support its development from the local government. In a long run on eyes ,it would be difficult to maintain the desirable policy effect that individual behavior could conform to target of local government because of the diminishing marginal from short-term effects of model. And it would be difficult to achieve the long-term and thoroughness policy effect reversed because of remedial actions born with birth defects to solve the previous mistake polices. In most cases ,the policy effect for public welfare from favorable policy logic of individual development conforming to targets of local government would be damaged by individual selfish- behavior in the case of the changes from external environment,and the sustainable development of organization innovation would need to constantly explore and innovate the long-term profitable model without financial supports.
