试论改革开放以来我国经济增长与宏观经济管理模式特征——兼论供给侧结构性改革的意义

2015年末以来,中央多次提及供给侧结构性改革。这种提法暗含着一个共识和假定,即在此之前,我国的宏观经济管理主要偏重需求管理。根据西方经济学理论,需求管理并不能解决长期中的经济增长问题。然而一个事实却是,我国在这样的宏观经济管理模式下,保持了三十多年的高速增长。这其中的深层次原因是什么,为什么长期以来,我国在偏重需求的管理模式下,供给方面却没有出现制约经济增长的问题都值得进一步思考和研究。本文在分析中国经济增长特征的基础上,对改革开放以来我国经济增长模式及宏观经济管理的特征进行了研究,进而从根源上剖析了供给侧结构性改革的意义,认为其是我国未来长期中宏观经济管理模式发展的必然趋势。此外,本文还从经济学研究的方法论的角度进行了探讨,认为中国宏观经济管理研究必须坚持以中国历史和现实特征为基础,逐步构建具有中国特色的宏观经济管理模式分析框架。

Since the end of 2015, the central government has repeatedly mentioned supply-side structure reform. Such fre- quency implied one consensus and assumption, that is, the macro economic management in China emphasized on demand man- agement until then. According to western economics theory, demand management cannot solve the economic growth problem in the long term. However, facts show that China maintained high growth speed for more than 30 years under such macro economic management mode. What are deep reasons behind this phenomenon？ Why didn＇t supply-side in China restrict economic growth under the management mode in which demands were emphasized in the long term？ This phenomenon needs further thinking and research. Based on the analysis of China＇ s economic growth characteristics, this paper researches on China＇ s economic growth pattern and macro economic management characteristics since the reform and opening. Furthermore, this paper analyzes the meaning of supply-side structure reform from roots, and points out that it is the inexorable trend of macro economic management mode development in future long-term in China. In addition, this paper also explores in view of the economic research methodology, addresses that China＇s macro economic management research should be based on China＇s history and realistic features. In this way, we can gradually build an analytical framework with Chinese characteristics of macro economic management mode.
