摘要
针对快速切负荷(fast cut back,FCB)燃煤火电机组参与黑启动服务的适应性问题,综述了我国各区域电网黑启动辅助服务的相关规定细则;结合国外的经验,主要从黑启动服务的采购与补偿、考核与测试方面分析了我国黑启动服务的现状。在此基础上,从黑启动技术要求、服务采购和能力测试等方面对FCB燃煤火电机组提供黑启动服务的适应性进行了论述,并对进一步完善黑启动服务管理和促进FCB火电机组应用提出了建议。
In allusion to the problem of adaptability of fast cut back （FCB） coal-fired thermal power unit participating m black-start service, this paper reviews relevant provisions about power system black-start auxiliary services. Combining overseas experiences, it also analyzes status quo of black-start service in China in aspects of purchase and compensation, examination and testing of black-start service. Furthermore, in terms of technical requirements, service purchase, ability testing, and so on, it discusses adaptability of FCB coal-fired thermal power unit providing black-start service and proposes suggestions on further completing black-start service management and promoting application of FCB thermal power unit.
