欧美低碳经济的发展经验以及对我国的启示

Development Experience of Low Carbon Economy in Europe and the United States and Its Enlightenment to China

随着经济发展,能源需求的不断增加,全球气候问题也日益突出。发展低碳经济有利于减少温室气体排放,以应对全球变暖问题。本文从低碳财政政策、低碳技术创新、碳排放交易体系三个方面分析了欧盟和美国发展低碳经济的典型经验。其次,简单探讨了当前我国在这三个方面低碳经济的发展现状。在此基础上,提出我国要借鉴欧美的成功经验,大力发展低碳经济,包括:积极探索并建立低碳财政政策体系,加快低碳技术研发和创新,加快构建碳排放交易体系,以实现我国经济的可持续发展。

With the economic development, energy demand continues to increase, and the global climate problem has become increasingly prominent. The development of low carbon economy is conducive to reducing greenhouse gas emissions, in order to cope with global warming. This paper analyzes the typical experiences of developing low carbon economy in the European Union and the United States from three aspects： low carbon fiscal policy, low carbon technology innovation and carbon emissions trading system. Secondly, it briefly discusses the current situation of low carbon economy development in China in this three aspects. Based on this, it puts forward that China should learn from the successful experience of Europe and the United States, to vigorously develop low-carbon economy, including： actively explore and establish low-carbon finance policy system, accelerate low-carbon technology development and innovation, accelerate the construction of carbon emissions trading system, in order to achieve the sustainable development in China.
