行政主导转向多元共治:大学治理变迁中的冲突及调节 被引量:3

摘要 大学治理是对大学所有相关事物的整治调理,规划和调整着大学的发展和运行。我国的许多大学是按照行政主导的大学治理模式开展的,国家和政府扮演主要领导的角色。在去行政化的背景下,大学治理开始由行政主导转向多元共治,所要经历的变迁过程中,外显了多种冲突,其中最为凸显的冲突是惯习冲突、权力冲突和利益冲突。这种大学治理变迁中的冲突需要强化主体的参与意识,建立共治文化;明确权力界限,合理分配利益;协调大学内外关系,加强内外合作以及健全保障制度,实行公众监督的措施来调节。 University governance is the regulation of all university affairs, planning and adjusting the development and operation of the university. Many universities' governance in our country is carried out according to the executive - led university governance mode, and the government plays the main leading role. On the background of de-administration, the university governance started to shift from administrative leadership to co-governance, but there has emerged many conflicts in the process, and the most prominent conflicts are habit conflict, power conflict and interest conflict. To settle with the conflicts, which have appeared in the transition of university governance, we need to strengthen the participation awareness of the subjects, and establish the culture of shared governance, to clear lines of authority, and distribute benefits reasonably; to coordinate the relationship between the inside and outside of the university, and strengthen international cooperation and improve the security system, to implement the public supervision.
