绿色发展理念下政府治理循环经济的伦理重构

Ethical Rebuilding of Governmental Administration of Circular Economy Under the Concepts of Green Development

循环经济是我国政府推动经济发展模式转变的路径选择,其有序发展有赖于政府治理功能的发挥。当前我国循环经济发展中,政府治理存在价值观冲突、职能错位、治理不平衡等治理伦理失范问题。政府应当从绿色发展理念出发,立足政府治理伦理的高度,深入思考重塑政府价值观、改革政府考核机制、优化政府职能、推进依法治理的路径,从重构政府治理伦理,提高政府治理能力角度为循环经济发展创造良好环境。

Circular economy is the method that Chinese government chooses to promote the transformation of its economic development model. The orderly development of circular economy depends on the functions of governmental administration. Currently,problems of ethic loss,such as values conflict,inappropriate functions and unbalanced governance,are existed in governmental administration of the development of circular economy. Starting from the concepts of green development and standing on the height of the government ethics,the government sould give much consideration on the methods of rebuilding the governmental values,reforming the governmental assessment mechanism,optimizing the governmental functions and advancing law- based governance. Meanwhile,the government should create sound environment for the development of circular economy from the perspectives of rebuilding ethics and improving the ability of governmental administration.
